TENDER FOR THE DEVELOPMENT OF AN OUTCOMES FRAMEWORK FOR THE MONITORING
OF THE SAOR SCREENING AND BRIEF INTERVENTION FOR PROBLEM ALCOHOL AND
SUBSTANCE USE (**APPLY ON THE WEBSITE**) AS PART OF THE HEALTH
DIVERSION PROGRAMME.
BACKGROUND
The programme for government has committed to implementing the Health
Diversion Programme, including implementation of recommendations set
out by the Working Group on Alternative Approaches to the Possession
of Drugs for Personal Use. The programme will connect people who use
drugs with health services and provide a pathway to recovery, avoiding
a criminal conviction.
It is proposed to commence implementation of the Health Diversion
Programme on a phased basis, beginning in Q**Apply on the website**,
in a number of rural and urban locations. Locations will be selected
to coincide with AGS divisional structures and HSE community
healthcare organisations. Up to five locations will be selected across
a mixture of Dublin, provincial and rural areas.
Under this new approach, when a person is found in possession of drugs
for personal use the Government has agreed to implement a health
diversion approach whereby:
* On the first occasion, An Garda S?och?na will refer them, on a
voluntary basis, to the Health Service Executive for a health
screening and brief intervention;
* On the second occasion, An Garda S?och?na would have discretion
to issue an Adult Caution.
SAOR
The HSE SAOR Programme is delivered through the National Social
Inclusion Office under the Primary Care Division.
SAOR is a brief intervention model which uses a person-centred
approach based on Motivational Interviewing to have a conversation
with a person about their drug or alcohol use. SAOR provides a
framework for worker to deliver brief interventions at first point of
contact and to facilitate those presenting with more complex needs
with entry into treatment programmes as per the National Drug
Rehabilitation Framework (**Apply on the website**).
The 2nd edition of SAOR (SAOR II) was published in **Apply on the
website**. This edition built on the learning and understanding
derived from delivering interventions and training workers in a
diverse range of settings. To date, people have been trained in
Universities, Public Health Services, Acute Care settings, Sports
Clubs, Womens? Services, Homeless services and many other settings.
SAOR Screening and Brief Intervention for Problem Alcohol and
Substance Use has been selected as the model for the health
intervention element of the Health Diversion Programme.
SCOPE
The purpose of the Outcomes Framework is to provide a structure for
the ongoing monitoring of the SAOR health intervention. The Outcomes
Framework will incorporate the following elements:
* The policy and strategic context of the SAOR intervention as it
relates to the Health Diversion Programme.
* Knowledge and learning from other systems and models
* Identifying available data and desirable data
* Key performance indicators (outputs)
* Behavioural determinants (outcomes)
* Transferability of the Outcomes Framework to monitor the SAOR
intervention in other settings.
Submissions are invited on the development of an Outcomes Framework
for the health intervention (SAOR) delivered as part of the Health
Diversion Programme.
The submission should
* Outline the methodology for the development of this Outcomes
Framework
* Show an understanding of the potential outputs and outcomes
* Indicate a timeframe for the development and completion of the
Outcomes Framework
* Outline a cost for the development of the Outcomes Framework.

* Meets the scope of the tender
* Research experience in the health sector
* Knowledge of the Justice System in the context of addiction
* Evidence of previous relevant work
